If you are comparing housing societies near Islamabad, you will hear the same phrase again and again: "NOC Approved". It sounds reassuring, but many buyers, and many overseas Pakistanis, are not sure what it actually means. This guide explains what a PHATA NOC is, what it tells you, what it does not, and how to check it yourself. It applies to any project you consider, including ours. What is PHATA? PHATA is the Punjab Housing and Town Planning Agency, the authority that approves private housing schemes in Punjab. When a developer wants to build a private housing society, the scheme is reviewed by the authority, and an approval, usually called an NOC, is issued if the scheme meets the requirements. What does "NOC Approved" mean? NOC stands for No Objection Certificate. In plain terms, "NOC Approved" means that the relevant authority has reviewed the scheme and has issued an approval for it. For a buyer, that is the first and most important document to ask about, because it is the difference between a scheme that exists on paper with an official approval and one that does not. New Airport City (NAC) is NOC Approved, issued by PHATA, the Punjab Housing and Town Planning Agency. What an NOC tells you - The scheme has an official approval. You are not relying only on a brochure or a verbal promise. - There is a document you can check. The NOC is issued by an authority, so you can verify it with that authority rather than trusting the seller. - The project has a defined scope. An approval relates to a specific scheme and its approved plan, which is why you should ask where your plot sits on the approved master plan. What an NOC does not tell you An NOC is a starting point, not the end of your checking. It does not by itself tell you: - what has been built on site today, and what is still planned; - how your payments are handled, or what the payment terms are; - whether the plot you are offered is the plot you will receive. That is why a careful buyer asks for more than the NOC, and why we always say: see it first, then decide. How to check an NOC yourself 1. Ask to see the NOC letter. Any responsible developer will show it to you. If someone avoids the question, treat that as a warning. 2. Check the details. Look at the name of the scheme, the issuing authority and the details on the letter. 3. Confirm with the official office. Do not rely only on a copy that the seller hands you. Contact the issuing authority and confirm. 4. Match it to the master plan. Ask the team to show you where your plot sits on the plan that the approval covers. 5. Keep copies. Ask for copies of what you were shown, and keep your own notes. For a fuller checklist, read our guide on how to verify a housing society before buying a plot. NOC and the master plan An approved scheme should have a plan you can read. The NAC master plan is by world-renowned town planner Meinhardt, with six communities, lakes and green zones. When you ask about the approval, also ask to see the plan and to have your plot located on it. Our post on the master plan explained shows how to read it. Where New Airport City is New Airport City is a gated community on M-14 CPEC at Girja Link Road, Fateh Jang, near the New Islamabad International Airport. On site today you can see the green spaces and lakes, and visitors enjoy fishing and some kayaking. Development is not complete, and our team will tell you plainly what exists today and what is planned. The images on this page are renders that show the vision of the master plan. They are illustrative. Questions to ask about any approval - Can you show me the NOC letter, and how do I confirm it with the official office? - Does the approval cover the exact scheme and area that I am buying in? - Where is my plot on the approved master plan? - What exists on site today, and what is planned? - Do I pay only into the official company account, and will I get an official receipt? A word on payments Pay only into the official company account. Never pay into a personal account or an agent's account, and always collect an official receipt. If anything is unclear, contact the official office before you pay. Ask us for the NOC If you would like to see the NOC and the master plan, the easiest way to start is a message.
